In 1940, President Franklin Roosevelt declared that the U.S. would be the "Arsenal of Democracy." There was still much opposition to the idea of supplying combatants but many Americans began to take the view that supplying other countries to fight overseas was better than being directly involved in the war. Eventually F.D.R. brought Lend-Lease to Congress and was passed through. President Roosevelt signed Lend-Lease into law on March 11, 1941. Now the Allies would receive the supplies they required to fight the Axis powers.
